¿Why is Paraguay attracting so many foreigners??

Lately, perhaps over the past year or since early 2024 our country has experienced a noticeable shift, especially in some of the most sought-after and frequently visited neighborhoods in our capital, Asunción, such as Recoleta, Villa Morra, and Las Lomas, among others..
So, why is Paraguay attracting so many foreigners? Let me tell you where they're coming from, why they choose to settle here, and what tax benefits the country offers.
To start with, Paraguay has a simple and low tax burden, known as the "Triple 10":
- 10% VAT
- 10% maximum Personal Income Tax
- 10% Corporate Income Tax
- Affordable living and operational costs
- Simple and streamlined residency process
Paraguay offers two types of residency:
Temporary Residency: Valid for up to 2 years, renewable. It allows access to public services and obtaining a Paraguayan ID card.
Permanent Residency: Can be requested after a period of temporary residency or through a minimum investment of $70,000 USD. It allows for indefinite residence but requires more documentation.
How is it obtained?
The process is handled by the National Directorate of Migration and involves submitting personal documents, a criminal background check, a health certificate, and proof of stay or investment.
In the past decade, the Paraguayan guaraní has shown remarkable stability against the U.S. dollar, with gradual and controlled depreciation—reflecting prudent monetary policy and a well-managed economy. Despite global challenges such as the pandemic and inflation, Paraguay avoided currency crises and maintained market confidence. This strength has been reinforced by investment-grade ratings from agencies like Fitch Ratings and S&P, confirming international perceptions of macroeconomic stability and fiscal strength.
